An accomplished attorney and Kentucky state legislator from Pikeville, KY, C. Phillip Wheeler, Jr., Esq. has built his career on championing workers’ rights. A proud graduate of Transylvania University and the UK College of Law, his journey began with a Fulbright Teaching Scholarship in Germany before returning to Kentucky. In 2019, he made history by winning the 31st District Senate seat, becoming the first Republican to hold the position in over 50 years.

His passion for justice led him to co-found Wheeler & Baker Attorneys at Law, PLLC in 2022, where he now advocates for injured and disabled workers. Phillip specializes in high-stakes cases involving workers’ compensation, black lung, social security disability, and personal injury.

Shellie L. Hayes Baker, Esq.

Shellie L. Hayes Baker, a native of Langley, Floyd County, Kentucky, graduated from Morehead State University in 2007 with a degree in English and Legal Studies. She earned her juris doctorate from the University of Louisville in 2010. After gaining experience as a legal assistant, Shellie joined Kirk Law Firm in Pikeville as an associate attorney, working alongside C. Phillip Wheeler Jr. for over a decade. In 2022, they co-founded Wheeler & Baker Attorneys at Law, PLLC. Shellie specializes in personal injury, family law, and civil litigation, and resides in Floyd County with her husband, Jason Baker, and their children.
